Risk of sustainability of balance of payment - Fitch Ratings

Fitch Ratings says in a new report that Sri Lanka's sharp official reserve depletion in H211  has increased risks on the sustainability of its balance of payments.

Last year's strong economic performance has led to a build-up of macroeconomic imbalances via increased imports, straining the balance of payments.

However, Fitch says it is too early to conclude that the pressure on the external finances, one of the sovereign's key rating weaknesses, has caused a marked deterioration in the sovereign credit profile.

"Recent policy developments are encouraging as they indicate the authorities are seeking an adjustment in the current account that could place the balance of payments on a more sustainable footing," says Philip McNicholas, Director in Fitch's Sovereign team.

Risks to the balance of payments remain in three areas: oil prices, global economic and financial conditions, and potential capital flight, none of which are in Fitch's base case scenario.

Retaining investor confidence in the policy framework will be especially important to ward off the risk of capital flight.

Thus, adhering to policies aimed at delivering a sustainable balance of payments, even at the cost of slightly slower growth, would support the current ratings.

Conversely, policy slippage, leading to further current account deficit widening and risking loss of investor confidence, would be negative for the ratings.

Shangri-La Hotel in Colombo to commence construction

Construction work on the Shangri-La Hotel in Colombo is to commence today.
The chief guest at the event is Economic Development Minister Basil Rajapaksa.
Shangri-La is to construct a super luxury hotel in the former Army Headquarters land in Galle Face.
The Board of Investment granted approval to Hong Kong based group Shangri-La to build a 500 room hotel in Colombo at an investment of US$ 500 million.
The Shangri-La group has already invested US$ 75 million to acquire land other necessary resources for the project.

Defence ministry tapping phones of 687 persons - Mangala

UNP’s Mangala Samaraweera alleged in parliament yesterday (Feb. 23) that the defence ministry was tapping the phones of 687 persons.
They included 124 cabinet ministers and government MPs as well as religious leaders, newspaper editors and several journalists, he said, adding that two Chinese phone companies are being paid huge sums for carrying this out.
This is a very serious situation, as the two companies have even recorded phone conversations of Mahanayake Theras, alleged the UNP MP.
Responding, UPFA’s Thilanga Sumathipala said phone tapping by intelligence services was a normal occurrence in most countries.
By taking such a measure, Sri Lanka could avoid any future threat, he added.

Lanka urged by US to take ‘concrete’ reconciliation steps

US State Department spokesman Mark Toner says his government wants Sri Lanka to take “concrete steps” on reconciliation.
The United States said this month that it would support a motion on Sri Lanka at the Geneva-based UN Human Rights Council’s upcoming meeting.
The State Department spokesman said Sri Lanka had not followed up on the Lessons Learnt and Reconciliation Commission’s many strong recommendations.”
“To date, frankly, we’ve not seen a detailed action plan from the government of Sri Lanka on how it’s going to implement these recommendations,” he has told reporters.
“We still encourage the government of Sri Lanka to move forward, to take concrete steps on this implementation plan,” he said.
“At the same time, we’re working with our partners in Geneva on a resolution within the UNHRC that calls for actions on important steps toward reconciliation.”

Sri Lanka's star badminton player Niluka Karunaratna has won the singles' championship at the Mens' singles' event of the Fajal  International Badmintion  Championships held in Iran.
This is Niluka's fifth international win within a period of three months.
